Nghiên cứu này phân tích tác động của bạo lực ngôn từ trực tuyến đến quyền tự do ngôn luận, đồng thời làm rõ ranh giới pháp lý. Mặc dù mạng xã hội khuyến khích biểu đạt, chúng cũng thúc đẩy bạo lực ngôn từ, gây hậu quả nghiêm trọng. Bằng phương pháp định tính (phân tích trường hợp điển hình Việt Nam, Hàn Quốc) và pháp lý (so sánh luật học), bài viết chỉ ra nguyên nhân, hình thức và hậu quả tiêu cực. Kết quả nhấn mạnh sự cấp thiết hoàn thiện khung pháp lý, nâng cao nhận thức. Nghiên cứu kết luận bằng đề xuất các giải pháp toàn diện về pháp luật, giáo dục và hỗ trợ, định hướng bền vững cho Việt Nam.
This study analyzes the impact of online hate speech on freedom of expression, clarifying its legal boundaries. While social media encourages expression, it also promotes hate speech, leading to severe consequences. Using qualitative (case study analysis in Vietnam, South Korea) and legal (comparative law) methods, the paper identifies causes, forms, and negative repercussions. Results highlight the urgent need for legal framework refinement and increased awareness. The study concludes with comprehensive proposals for legislation, education, and support, outlining sustainable directions for Vietnam.
